AMAZON-RESCUE · Fleet ALERTS HUB: any app POSTs /svc/alert {app, severity, key, topic, title, message}; the hub dedups (key), escalates (immediate, +30 min, then every 6 h), pairs recovery, routes by topic to Telegram groups (ops-critical / business / fleet), keeps a ledger + an Ops page of open incidents, delivers the daily briefing; later inbound bot commands (/status /ack /mute) and SSO-bound verdicts. Cross probes (jumphost→FR, FR→SG) hold their own Telegram token = dead-man switch.
